Chapter One: Introduction

1.1 Background of the Study

Gender representation in local governance remains a significant issue in Nigeria, where women are often underrepresented in political leadership positions. Wukari LGA, located in Taraba State, provides an important context for examining the extent to which gender representation affects governance and political decision-making at the local level. While Nigeria has made strides in promoting gender equality through policies such as the National Gender Policy, women's participation in local governance remains disproportionately low, especially in northern regions.

This study will assess the level of gender representation in Wukari LGA and explore the barriers that women face in participating in local governance. The study aims to investigate the impact of gender inclusion in local governance on policy outcomes, service delivery, and overall political engagement in the community (Adamu & Kachalla, 2023).

1.2 Statement of the Problem

Despite national and international efforts to promote gender equality, women continue to be underrepresented in local political offices in Nigeria. In Wukari LGA, as in many parts of northern Nigeria, cultural, social, and economic barriers impede women's political participation and representation. This study seeks to assess the reasons behind the gender disparity in local governance in Wukari LGA and to explore the impact of such underrepresentation on governance and policy outcomes.

1.3 Objectives of the Study

1. To assess the level of gender representation in local governance in Wukari LGA.

2. To identify the barriers preventing women from participating in local political leadership in Wukari LGA.

3. To evaluate the impact of gender representation on governance and policy outcomes in Wukari LGA.

1.4 Research Questions

1. What is the level of gender representation in local governance in Wukari LGA?

1.5 Research Hypotheses

1. Women are underrepresented in local governance in Wukari LGA.

3. Increased gender representation in local governance positively impacts policy outcomes and governance in Wukari LGA.

1.6 Significance of the Study

This study will contribute to the ongoing discourse on gender equality in political participation and governance. By focusing on Wukari LGA, the research will provide insights into the specific challenges that women face in local governance in northern Nigeria. The findings will be valuable for policymakers, gender advocates, and local governments seeking to enhance women's political representation and participation.

1.7 Scope and Limitations of the Study

The study will focus on gender representation in local governance in Wukari LGA and will examine both formal and informal barriers to women's political participation. It will assess the impact of women's participation on governance and policy decisions. Limitations may include challenges in accessing local government officials and the potential reluctance of female politicians to discuss their experiences due to cultural factors.

1.8 Operational Definition of Terms

• Gender Representation: The proportion of men and women holding political office and participating in decision-making processes.

• Local Governance: The administration of public affairs and services at the local government level.

• Political Participation: The involvement of individuals in political processes, including voting, running for office, and policy advocacy.
